A Belgicism (also heard in northern France, Congo-Kinshasa, and Rwanda) meaning "to rain heavily" — il drache describes a real downpour, borrowed from Walloon/Flemish draschen, and standard in Belgian French where Metropolitan French would say il pleut à verse.
A genuine regional word, not an error to correct — but learners studying only Metropolitan/Parisian French won't find it in most textbooks, so recognize it as Belgian/northern regional French rather than assuming it's slang.
